THE BASICS

A federal proposal to provide up to $10 billion in scholarships to empower families to choose the best education for their children.

Brings full educational choice – including private school tuition, homeschool expenses, tutoring, and other educational services – to families in all 50 states.

Will help as many as 2 million children with an average scholarship amount of $5,000 per student.

ECCA Facts

Built on the highly successful and popular tax credit scholarship model currently operating in states such as Florida, Pennsylvania, and Arizona, ECCA strengthens existing state-level school choice programs by empowering parents with increased scholarship assistance.

ECCA offers federal income tax credits to individuals and corporations that donate to scholarship granting organizations (SGOs) that award scholarships.

ECCA is entirely consistent with a limited government approach to school choice:

  • No role for nor mention of the US Department of Education in the bill

  • Contains the strongest possible protections for religious liberty and private school autonomy

  • Empowers parents to choose the best school or education service for their child

  • No new federal spending nor new federal education program

ECCA is the boldest school choice bill in Congress

  • Co-sponsored by 186 Members of Congress in the previous session

  • President Trump publicly committed to sign the ECCA into law

How would this help Nebraskans?

Opponents of school choice in Nebraska have used misinformation and special interest group funding to repeal our state’s programs to empower parents with education freedom. Because of this, scholarships for over 5,000 Nebraska children are now gone. ECCA is a new beacon of hope for those families and many others who don’t think a better education for their children is in reach. If passed, ECCA could help as many as thousands of children in Nebraska once again access the education that works best for them.
